Bump orgo to 0.24.0 (!3)

Raises the pinned orgo in both CI jobs from 0.22.0 to 0.24.0.

0.23.0 and 0.24.0 are audit-command fixes, docs, and orgo's own release
pipeline; nothing in the build path changed. Verified locally with
`orgo build content -o /tmp/... --strict` on 0.24.0: 199 pages, 0
unresolved links, 0 diagnostics.
