Pin the dependency tree

requirements.txt said flask and nothing else, so every install resolved the
whole transitive tree to whatever was newest that day. requirements.in is now
the source and requirements.txt the compiled pin — seven packages, resolved
against Python 3.11 and verified in a clean environment.
