README: describe the app as it now is (!60)

The feature table predated twenty-one parity rows. It described releases
as read-only, and omitted labels, list filtering, search, drafts,
retargeting, stacks, compare, notifications, forking, bookmarking,
watching, dependency checks, organisation management, profile editing and
the markup picker.

It now also says what is deliberately absent and why: minting an API
token and deleting or transferring a repository stay SSH-only, because
each wants a typed confirmation or carries a credential.
