internal/control/notifications.go:14 mails participants; internal/store/notify.go:80 mails the repository owner or every org admin on every issue and MR. No in-app inbox, no repo watch|unwatch, no per-user preference.

Remedy: a notifications read command with an unread list, and repo watch|unwatch.

The remedy landed in !226 and !227: an inbox table filed whether or not the instance has SMTP, notifications list / notifications read, repo watch / repo unwatch with mute winning over ownership and participation, the unread count on dashboard and in the web rail, and /notifications.

Left open for the third thing in the title: there is still no per-user notification preference — no way to say "inbox but no mail", or to set a default watch state for repositories you gain access to. Watch and mute are per-repository, so today the only way to stop mail from a repository is to stop hearing about it entirely.
