Web: no compare view, global search, diff line anchors, list pagination or notifications page #118

• No /compare/{a}...{b} route (internal/httpd/routes.go:39-75).
• No global search; explore filters names, the per-repo search is file content only.
• Diff rows carry no id (layout.html:132), so a review comment cannot be linked; blob #L anchors have no :target style.
• Issue and MR lists do not paginate (web.go:1508); the log has "older" only.
• No notifications surface beyond the rail's "Waiting on you".

Remedy: id="L{n}" per diff row plus a :target rule; /compare reusing difffiles; list pagination reusing the cursors the commands already emit.
