The description, topics and website block spends about 110px above the fold on every repo page including the diff tab. The roadmap's plan to regroup tabs and demote the header has not landed. The landing page at 800px wide is a paragraph and a code block on an empty screen. On the mobile preset the tab bar clips "Releases" and "Wiki" off the right edge with no visible scroll affordance.

Discussion
The header item is declined, on the rule the design test states: the header sits above the tab bar, so anything shown on one tab and not another moves the navigation between clicks of that navigation. Compacting it off the code tab did exactly that. The mobile tab bar and the landing page land in !225.
