Observed: @tt-bob in an issue body produced no inbox row for bob. internal/autolink renders the link and nothing subscribes the account (#6 covered display). mr review request covers merge requests; issues have no equivalent short of assigning.
Wants a mention in an issue, merge request, comment or review thread to file an inbox row for the mentioned account (respecting mute), and to add them to the thread's participants.
