web: dashboard triage — condense empty queues, group CI activity, scope the issue list, relative times #222

From the September 2026 UI review, items D01, D02, D04 and D05, out of scope for #218:

D01: three empty queue sections precede the populated one; condense empty review, assignment and MR queues into a summary line and show populated work first.
D02: say what "Open issues" covers (authored, assigned, subscribed, or all readable).
D04: the activity feed lists every successful CI job; group by run/commit and emphasise failures and actionable requests.
D05: relative times with the exact UTC timestamp in a title attribute, never hover-only for essential meaning.
