Merge requests carry no labels; only issues do (issue_labels, label list/colours in the issue list and page). #230 asked for labels on the merge request list rows, which needs an mr_labels table, mr label --add/--remove commands mirroring the issue ones, org-scoped label resolution, the chips on the list and page, and a ?label= filter. Split out of #230, which ships the check state and comment count.
