wiki: links to non-page files 404 #283

A wiki link to a file that is not a page (an .svg, .txt, .pdf) is rewritten to the page route, /wiki/<path>, and 404s. Images (src) go to /wiki/_raw/; plain links do not. Seen on the Architecture overview's diagram column (worked around in !476).

In rewriteWikiLinks, send an href whose target is an existing non-page file to /wiki/_raw/<path>.
Test in internal/httpd/wiki_test.go.
