Covers, in plain words: run by one person, no warranty or uptime promise; what is not allowed (malware, spam, content illegal in Germany, where the server is); per-account limits (250 repositories, 5 GB; orgs not capped); the operator may disable accounts or remove content, and abuse goes to the address on the Abuse page; how to leave (account export, account delete); notice before a shutdown, with time to export.
Linked from the footer by [web] terms_url, the same mechanism as abuse_url. Depends on the abuse issue for the config pattern and on account deletion for the "how to leave" text.
