/{owner}/{repo}/raw/{ref}/{path} and /{owner}/{repo}/wiki/_raw/{path} set no Cache-Control, ETag or Last-Modified, so README and wiki images are fetched in full on every page view and the browser has no validator to revalidate with.
Fix: ETag from the blob id with a 304 on If-None-Match; no-cache for a branch or tag, max-age=31536000, immutable for a full commit sha; private for private repositories.
