notifications settings show: say whether the instance reads replies #334

The account page shows the reply-by-mail switch only where [mail.inbound] is enabled, reading the config directly. A client over the API has no way to know, so it either offers a switch that is refused or hides one that works. Add reply_available to the JSON.
