runner next claims the oldest pending build in the whole queue, so every
runner executes every repository's steps. The Admin wiki states the
consequence plainly: "treat the runner machine as executing whatever your
users push."
That is fine for a runner on the server itself. It rules out running one anywhere else — a home machine, a workstation, a box with credentials for one deployment — because it will sooner or later claim a build for a repository that has nothing to do with it. With open registration, that includes repositories belonging to people you have never met.
A runner should be able to name the repositories it will take work for.
