gitbayd admin reimplements user disable/enable/delete, invite, stats and audit host-locally in cmd/gitbayd. audit exists in both places; invite and stats are root-only.
Once the admin commands exist in internal/control, make the host-local subcommands thin wrappers that run the same control command with a synthetic admin context, so the two surfaces cannot drift.
