QueueBranchBuilds fires only for refs/heads/* pushes to the pushed repository (internal/hookd/hookd.go:200, internal/control/build.go:497). An MR head fetched into refs/merge-requests/N/head never queues a build in the target, so a fork-based MR gets no ci/* status and mr merge under require_checks fails with "none were reported" (mr.go:872). Only same-repo branches get CI.
Remedy: queue builds for MR heads on create and refresh, tagged with the MR number, run without secrets.
