Label the CI image so the runner prune keeps it (!10)

gitbay-runner-prune.service deletes images unused for 168h unless they
carry org.gitbay.keep=true. localhost/orgo-ci:1 is built on the runner
host and cannot be pulled back, so the Oct 18 prune left every job
failing at container startup with "localhost/orgo-ci:1: image not known".

gitbay's own deploy/Containerfile.ci carries the label for this reason.

The image has been rebuilt on bay1 at the current tag; this keeps the
next prune from removing it again.
