Build Intel macOS on a runner that exists

The v0.20.0 release built three of its four targets and then sat. `macos-13` has
been retired, and a job requesting a retired label does not fail — it queues,
indefinitely, until a person looks. The v0.19.1 run did the same thing for
thirty-six minutes before it was cancelled, which is the sort of thing you only
notice when you go looking.

`macos-15-intel` is the current Intel label. Checked against the runner-images
table rather than guessed, because guessing is what produced the last one.

This is exactly the failure the first release run existed to find.
