iOS: share extension and Shortcuts action

Orgstar in the iOS share sheet takes a page's link and title, or text, with
a template and a note. It leaves an org-protocol capture link in the app
group's container; the app opens its capture sheet with each one when it's
next active, and keeps its template list there for the extension to offer.

Shortcuts' "Capture to Orgstar" runs on iOS as on the Mac, without the
capture sheet. Its capture code moved into OrgApp for both apps. On iOS %c is
empty, since reading the pasteboard would ask for permission on every run.

build-ios-app.sh bundles the extension, builds with the app group
entitlement and writes the App Intents metadata.
