Strike arenas from the v1.4 list

Recording why rather than leaving it looking pending. An arena frees a whole
region at once and the media cache evicts entries individually by score, so
arena-allocated entries would either outlive their eviction or need one arena
each. They are also still behind GOEXPERIMENT, unsupported and paused upstream,
which every build would have to carry.
