label list reaches the app, so chips carry the colour the web paints
them: the stored #rrggbb when set, otherwise one picked from the same
eight-colour palette by an FNV-1a hash of the name, held to the same
luminance window. The issue list and issue detail both paint them.
A Labels screen under the repository creates a label, sets its colour and
removes one, dispatching label set and label remove. Removal is
confirmed first, since it takes the label off every issue that carries it.
The label read is decoration: it is fetched once per screen, skipped when the primary read failed, and a failure leaves every chip deriving its colour from its name rather than taking the screen down.
Also carries the spec and implementation plan for the wider iOS parity
work under docs/superpowers/.
Closes the labels: list, colour parity row.
