Smaller web findings from the UX review.

  • New-issue form (issuenew.html) takes title, body and labels but no milestone or assignee. Add both; the issue page already dispatches the commands.
  • The web cannot mute a repository (Parity: mute web no). Once the watch toggle dispatches repo watch/repo mute (#261), add a "Muted" option.
  • The rail and its phone "More" menu are two hand-synced lists (layout.html:18). Render both from one list.
  • mr.html/issue.html have no heading before the comment thread; screen-reader users skimming by heading go from the aside groups straight into comments. Add a "Discussion" heading.
  • The build page's "Live" note should say the page updates by itself.
