Registering a control command did not give it a CLI front-end — the
tree in cmd/gitbay/main.go is hand-written. Nine commands were
reachable over raw SSH, the web and the JSON API but not by typing
gitbay <cmd>: explore, wiki list, wiki show, repo blame, repo commit,
repo commit-file, repo refs, repo download, repo settings visibility,
audit.
TestEveryCommandIsReachable walks the tree and fails on any registered
command with no way to type it, so the next one cannot land silently.
Passthrough commands carry their server path in an annotation;
hand-built ones (repo import, auth pgp add) declare theirs the same
way. Intentional omissions are listed with reasons rather than skipped.
