mr retarget <owner/name> <n> <branch> over SSH, plus a branch picker in the MR aside dispatching it.
The base is derived from the target on every read, so the command validates the branch exists and shares history with the head, then moves target_ref. Reviews are not derived — an approval was of the diff against the old branch — so SetMRTarget stales them in the same transaction.
