cmc ReapStaleBuilds ran only inside runner next; a dead sole runner left builds running forever. The scheduler's tick reaps now, with the same abandoned status. GITBAY_STALE_BUILD_DEADLINE shortens the deadline for tests. Bottom of the v1.6.0 stack. Closes #75 Ref #53
