build cancel <owner/name> <n> marks a pending build cancelled (never claimed by a runner), logs who withdrew it, needs write access. Running builds are refused. The commit status goes back to the passed result from another build of the same commit and job when one exists, else error: cancelled. Badge and chip paint it neutral.
