limits.max_repos_per_user (create, fork, import refuse past it) and limits.max_bytes_per_user (a push may be no larger than what the owner has left, on the pack-cap mechanism). Orgs are not capped. Migration 0031 adds per-account overrides via admin user limits, shown by admin user show. registration.pending_expiry removes never-verified accounts after that duration, audited.
