The admin queue tables built their header rows without class="cols", so the
th fell back to the browser's centred default while the cells under them were
left-aligned.
TestHeaderRowsAreLeftAligned reads the left-aligning th selectors out of
style.css and requires every <thead> row to be covered by one, so the rule
set stays derived rather than listed.
