Derived from git log v1.13.3..main --first-parent, not from the v1.14.0
milestone: the milestone lists #154, which shipped in v1.13.3, and a plain
git log range is misleading because the wiki subtree merge absorbed another
repository's history into it.
Three upgrade notes: limits.write_rate can now refuse a script that writes
faster than 60 commands a minute; a companion <repo>.wiki repository is no
longer read; and runner isolation is explicitly half done, with the warning about
untrusted repositories kept.
