repo rename <owner/name> <new-name> renames a repository under the same owner, moving the row and the directory together with transfer's revert on a failed move. Collisions, invalid names, the same name and non-admins are refused. Parity row and a Users line; e2e covers the clone at the new path, the old path gone, an issue following the rename, and the collision leaving nothing moved.
