Migration 0052 scopes labels and milestones to a repository or an org; the migration runner gains a first-line -- foreign_keys: off directive honoured on one pinned connection. Every repository under an org sees the org's rows beside its own; org label set|list|remove and org milestone create|list|close|reopen manage them, folding in same-named repository rows on create, and repo transfer into an org folds the same way. Closes owner/name#N in a commit on the default branch or a merged merge request closes that issue when the pushing key's scope and the actor's grant both allow write there.
