The second half of #194: a default watch state for repositories an account can write to, as a per-account preference consulted at delivery time rather than written on grant.

  • Migration 0053: users.notify_watch, default off.
  • notifications settings watch on|off; show reports both preferences.
  • NotifyRecipients widens by accounts with the preference on holding write or admin via EffectiveAccess. Explicit watch and mute rows, direct notices, and the actor exclusion are unchanged.
  • Account page switch, CLI entry, Users and Parity wiki pages.
  • Store test for the widening rules; e2e TestWatchPreference.
