Ref #254. First of five stacked MRs.

  • Spec docs/specs/2026-09-23-cli-output-refresh-design.md and plan docs/plans/2026-09-23-cli-output-refresh.md.
  • release list takes --limit/--cursor; the cursor carries created_at|id, so deleting the release it points at does not end the listing. The title column is empty when it repeats the tag.
  • notifications device add prints registered device <n>.
  • dashboard prints none under an empty section.
