Empty states and contribution hints use one register.

  • Empty states state the fact: no CLI commands on the web, no "yet" on a finished item (no reviewers, no labels on a merged or closed MR, no builds for a reader and the .gitbay/ci.yml hint for a writer, the dashboard's pin prompt, notifications).
  • The merge request list offers New merge request to a writer, a fork link to a signed-in reader, and a sign-in link to a visitor.
  • The search page's scope caption is always shown; the zero-count rule for tab badges is recorded in layout.html.
  • CHANGELOG.
