Repository settings gain Access (grant, revoke, effective access), Webhooks (add with the secret from the POST body on stdin, remove, deliveries, redeliver) and Lifecycle (rename, and transfer and delete behind typed confirmation) sections; /new imports from a remote with the token on stdin. Each dispatches the existing command. repo delete and repo rename now need a recent web sign-in, like transfer. Parity/Users/CHANGELOG.
