The web design pass on the Carbon direction (#35).
- A left rail carries cross-repo state (pinned repos, review queue); the repo header renders once with horizontal tabs beneath it, identical on every tab of a repo.
- File listings show the last commit per entry and sort directories first; a proper diff view replaces the raw patch block.
- Labelled controls throughout: input states, a segmented visibility control, and the repo-name pattern shown while typing.
- [web] title sets the instance display name (host remains the fallback); the footer takes the content's horizontal padding.
- A Makefile with build, test, and deploy targets: make deploy builds the server, pushes it, and rebuilds the local CLI, with a preflight ssh check that fails fast instead of hanging.
