raw_data: drop the LFS pointers whose objects exist nowhere
Nine Incidents_20xx.csv and ingress.db were LFS pointers with no
object on gitbay or the GitHub mirror, so every clone failed at
checkout, the CI runner's included. Nothing reads them: ingest.py
downloads the city's CSVs itself, and ingress.db was the retired
2015-2023 build.
