Outline city limits and the county line on the map

The map floated grid cells and camera dots in blank space with a few
hardcoded labels. fetch_boundaries.py pulls city limits from Douglas
County and Sarpy County GIS plus the Douglas County boundary, rounded
to ~11 m and drawn beneath the data.

It also makes the reporting gap legible rather than something the
caption has to assert: Omaha's limits enclose cameras and no stops at
all, because the city publishes no stop data and the Sheriff publishes
no incident feed. Payload 38 KB to 67 KB.

Pottawattamie County, Iowa publishes no equivalent, so Council Bluffs
is unoutlined.
