From the art.krz.sh bans: the instance's upstream pacing was fixed in source at 400 ms between requests and two in flight. New upstream block with min-interval-ms (400) and max-concurrent (2), read by ExecuteConfig before the throttle is installed. Documented in SETUP.md and the example config. Two tests: defaults, and a file's values reaching the throttle.
