A mention in an issue, merge request, comment or diff comment files "mentioned you in #N" for each named account that can read the repository (minus the actor and anyone who muted it), and records them in a new mentions table that the participant queries read, so the rest of the thread reaches them. The notice is direct: watchers are not widened onto it. Migration 0047, autolink.Mentions, unit tests, and an e2e covering the row, participation, mute, a watcher, self-mention, and a private repository.
