The site rail becomes a 3.5rem column of labelled icon links at desktop and a single 48px row that neither wraps nor scrolls under 52rem. Every icon link carries aria-label, title and a visually hidden name, with the SVG hidden from assistive tech; a test in internal/web enforces it. The search field leaves the rail for /search. Pinned repositories become a chip row under the dashboard heading at every width; the review queue is the dashboard's section.
