Merge requests carry labels the way issues do: migration 0056 mr_labels; mr label --add/--remove with org-first resolution; mr list --label; labels in mr show; the Labels group and form on the merge request page; chips and a ?label= filter on the list; the labels page counts merge requests beside issues; mr.labeled event.
