CLI output: docs, review fixes, changelog !471

Closes #254. Stacked on !470. Tag v1.36.0 only after all five layers (!467–!471) are merged: the fixes from the whole-branch review sit on this layer.

• Users wiki: output rules for a terminal; Admin wiki: AcceptEnv GITBAY_TERM for the SetEnv form under the forced command; CHANGELOG v1.36.0 with an upgrade note (instance before CLI).
• GITBAY_TERM=off sends no terminal size, for an older instance.
• --term= is read only as the first argument and never over HTTP.
• termSafe replaces ESC, C0 (but tab and newline), DEL and C1 in user text at a terminal, and drops carriage returns so CRLF bodies from the web render cleanly. Plain output unchanged.
• Every sub-table in a view sits under a section label.
• Generated summaries gofmt'd; unused helpers removed.
