Restore-drill tooling for #259.

  • gitbayd admin backup --verify checks every release asset the database lists (present, recorded size and sha256) and that every LFS object in the archive hashes to its name. Upload staging files are not objects and are skipped.
  • gitbayd admin restore-drill <archive> --into <dir> [--identity f] extracts a whole archive into an empty directory, runs the verify checks, and prints what was restored, the newest issue, comment and push, and the elapsed time.
  • Admin wiki "Restore drill": quarterly schedule, what to restore and from where, the checks, and a record table. Architecture 08/09/10 rows say the tooling is in place and the drill is pending.
  • CHANGELOG.

The drill on a clean host is still to be run, so #259 stays open.
