Dashboard workstream of #35, plus three fixes.
- The dashboard leads with what needs the viewer: the review queue, assigned issues, then involved open items. An aside carries pinned repositories and an activity feed built from the event log.
- Commit authors show the account name when the author address is verified here, their git name otherwise. The tree tipbar, log, commit page, and merge request commit list all resolve.
- Build status badges at /{owner}/{repo}/badge/build.svg (?job= for one job), served for public repositories only.
- The repo tab strip no longer drags vertically on touch.
e2e: the review queue empties once reviewed, assigned issues appear, the feed phrases and links events, and badges 404 for private repos.
