Stacked on !16; retarget to main once that merges.
Every English string the Go builders wrote directly (comment headers, "In reply to", pagination, folder and content headings, the text placeholder, open/download title, the NSFW, proxy and upstream error pages) and the untranslated template strings (profile section headings, post statistics, search headings, the about blurb) now come from the catalogues through T. Each page's <html lang> is the resolved language; the index page takes the request struct so it has one. Twenty keys added to both catalogues.
Two new tests: the Spanish catalogue has exactly the English keys, and every key the Go code asks for exists.
